He didn’t want to leave the task of supplying goat’s or cow’s milk to the children at nurseries and kindergartens unfulfilled during the term of the 8th Party Central Committee and let it be dealt with by the Ninth Party Central Committee, he said. He emphasized over and over again the need for the State to take decisive measures to increase dairy production nationwide before the Ninth Party Congress. Hearing his ardent care for the children the officials felt a surge of admiration.
Then, he proposed tasks of increasing milk production as much as possible in the country and importing powdered milk in the season when the dairy production falls so as to provide the children at nurseries and kindergartens with milk without fail, and gave an assignment to a relevant unit to study and complete a powdered milk-sterilizing method as soon as possible.
He continued to say: At the coming Third Plenary Meeting of the Eighth Central Committee of the Workers’ Party of Korea we should show the world how we advance the revolution to a new stage even when we are in a difficult situation.
We are going to declare to the world that the times have come when our children are provided with dairy products instead of soya milk. In this way we should mark the coming Party plenary meeting as an occasion to make Party plenary meetings no longer deal with immediate tasks alone but adopt hopeful, optimistic, revolutionary and proactive decisions to move ahead with confidence.

This is how the historic Third Plenary Meeting of the Eighth Party Central Committee discussed the task of consolidating the childcare policy of the Party as an important of the agenda items and adopted it as part of the policy to supply nutritious foodstuff including dairy products to all the children across the country.
