Chairman Kim Jong Il met some officials in the education sector on one November day in 1961, and gave instructions on strengthening and developing education at factory colleges.

Clarifying the advantages of the study-while-you-work system that included factory colleges, established by President Kim Il Sung, and the significance of its development, he said: The study-while-you-work system is conducive to implementing our Party’s policy on bringing about a radical turn in education by organically combining education and production, and theory and practice, while making the students learn without being separated from work. As the factory colleges occupy a very important position in increasing the ranks of technicians of the country, we should increase them in number and improve their work.

Their teachers should enhance their sense of responsibility and role and improve their teaching methods.

As the students take lectures at the colleges after finishing their day’s work, the lectures should be given in a heuristic method with common and vivid examples.

We should raise public awareness of these colleges and develop the education system through them. 

His instructions were guidelines in rapidly developing education through factory colleges.
